Nothing else on this site changes a job the way a surface cleaner does. A wand cleans a two-inch stripe at a time and leaves overlap marks you can see for the rest of the summer. A surface cleaner cleans an even 11 to 15-inch disc, and it does it three to five times faster.
The ranking below is driven by fit first, because this is the one category where buying the biggest option is actively wrong.
Size is decided by your machine, not your driveway
A surface cleaner spins because water is forced through angled nozzles. Spin comes from flow, not pressure. Too little flow and the bar turns slowly or stalls, and you have a tool that cleans worse than the wand you already had.

What I picked for, after fit
Four wheels, not three. Level is what produces an even clean. Four wheels hold the deck flat; three tip over an expansion joint and leave a crescent mark. This is the single most under-appreciated spec in the category.
Stainless over plastic where the price gap is small. A plastic housing is lighter and cheaper and cracks the first time you drop it on concrete. The honest comparison is in plastic vs stainless.
A swivel that will last a season. The rotating seal at the top is what eventually weeps. It is also the part nobody mentions in a listing, so I have weighted toward the brands whose owners are not consistently reporting a drip by month three.
What I left out, and why
Twenty-inch heads. They exist and they are excellent — behind a 4 GPM commercial machine. On anything a homeowner owns they will not spin. Putting one on this page would be recommending a tool that cannot work on the machines the rest of this site recommends.
Wheel-less heads. Cheaper, and they require you to hold the deck level by feel for the whole job. It is tiring and the results show it.
What a surface cleaner will not do
The last inch against a wall, any corner, and steps. You will still use a wand or a turbo nozzle for the perimeter — plan on that rather than being surprised by it.
It also will not remove an oil stain, because oil is in the slab rather than on it. That is a chemical job. And it will not kill algae: it removes the visible layer, which regrows in weeks unless you treat it.
